🚀 Infra Bootstrap — DSH-Plugin

基礎設施極簡入口:infra_status 探測已掛載的整個棧(記憶 / 觀測 / 搜索 / 技能目錄 / 運行時),infra_bootstrap 輸出就緒判定。原 7-step SKILL.md 管線的結構化替代。

`infra_status`	Probe each component and print per-line status
`infra_bootstrap`	Same probe + final `PASS` / `WARN` verdict

Probes: vectorMemory service (records), sibling tools (usage_report / audit_skills / infra_health / mem_save / mem_search / cross_search), skill catalog size, live agents and sessions.
